Theodore or Theodore Trinidad III as he also is known, is a fisher who you initially meet at the Goldbrim Bridge. He is one of the two characters you can fish together with.

He is part of the sidequest "Fisherman's friend" and will travel to Bart if you talk to him after starting the sidequest.
